Hello everyone,
As we move through another busy year, I want to extend appreciation for the significant
undertaking involved in preparing annual taxation notices, responding to customers, and
collecting the property tax revenue on behalf of your municipality, the province and other
requisitioning bodies.
I have a few updates to share and highlight:
- Business Improvement Area (BIA) Regulation Policy Review
In 2025, Municipal Affairs conducted targeted stakeholder engagement to explore policy and administrative improvements to the Business Improvement Area (BIA) Regulation. AMTPA participated as a stakeholder throughout this process.
Because considerable time has passed since the unproclaimed amendments were developed along with concerns about their relevance, Municipal Affairs has chosen to set aside those earlier amendments. They will move forward with a fresh set of administrative improvements informed by stakeholder input.
Government has also confirmed it will not pursue changes to the current taxation framework for BIAs. Their priority is modernizing an aging regulation and improving operation efficiency. Some of these modernizing amendments were introduced in the Legislative Assembly as part of Bill 28, the Municipal Affairs and Housing Statues Amendment Act, 2026. Additional information on upcoming BIA regulation changes is expected before the regulations expire on December 31, 2026.
AMTPA will continue to monitor the implementation of these changes and provides updates to members as additional information becomes available from Municipal Affairs.

A reminder that registration for the 2026 Pre-conference and Annual Conference in

I had the privilege of joining a guest panel alongside Candace Waslenko (Deputy Treasurer, Georgian Bay), Kimberly Villeneuve (Manager of Revenue, Brock Township) and Rob Beaumont (Manager of Revenue & Taxation, Parry Sound) for OMTRA’s “From Collections to Closings” webinar on May 28, 2026.
The session welcomed 150 Ontario participants and generated excellent dialogue on arrears, collection strategies, tax sales, and a spotlight on Alberta legislation, including best practices, Municipal Indicators and KPIs. These interprovincial opportunities offer valuable insight into other provincial frameworks and support advocacy efforts for both Associations.
